New Golden Age Cinema and Housing Planned for Paddington

A redevelopment is planned for the former Verona Cinema in Paddington, proposing a new Golden Age Cinema, apartments, and retail space as part of a state-level planning application.



A New Vision for Oxford Street

Developer WT Malouf has lodged plans to transform the former Verona Cinema at 17 Oxford Street into a mixed-use precinct combining cultural, residential, and retail uses. The proposal includes a four-screen cinema operated by Golden Age Cinema & Bar, 53 apartments with 15 set aside as affordable housing. It also contains about 60 metres of street-level retail.

The design by Tonkin Zulaikha Greer (TZG) retains the building’s brick façade and adds landscaped links between South Dowling and Verona streets to improve access.

From Landmark Cinema to New Development

Opened in 1996 and closed in January 2025, the original cinema was an eastern suburbs fixture for almost three decades. WT Malouf purchased the site in 2021 and initially planned a commercial office project valued at around $100 million, which has since been replaced by the new mixed-use proposal.

Assessment and Timing

The project is being assessed through the State Significant Development pathway under the Housing Delivery Authority process for larger-scale projects. A decision is expected in 2026, with construction to start later that year and completion about three years after approval.

Reviving Oxford Street

Golden Age Cinema plans to bring its independent cinema model from Surry Hills to Paddington, adding screening rooms and creative spaces to support Oxford Street’s revival as a cultural corridor. The proposal aligns with local and state strategies that encourage cultural investment and the night-time economy.

Outlook



The Verona redevelopment forms part of broader renewal along Oxford Street, including new hotel and retail projects. If approved, the project will add housing options and revive a long-standing cultural landmark within Paddington’s heritage streetscape.
